Public Sector Management

The Public Sector Management Master’s program enables students to acquire knowledge that will help them to professionally and ethically deliver efficient results for the society they work in. This program is conducted both in Serbian and English. Students are given opportunity to learn from distinguished professors and experts in the field of public management and to become qualified in the following: key processes management (public procurements management, budgeting and finance management, human resources management, marketing management, public safety and security, operations and strategic management, public administration and other services), proactive response to contemporary challenges (business processes management, knowledge management, application of modern information technologies in order for business processes to be made available to all parties), public sector reform through restructuring and corporatization of state-owned companies, i.e. adequate management of public utility enterprises. Implementation of EU directives in the domain of public sector would imply hiring candidates who hold master’s degree in economics for performing specialized jobs.

hatAfter successfully completing the studies, students gain the title of Master of Science in Management.

I semestar

The aim of the course is for students to comprehend the concept of management, putting special emphasis on public institutions management; to understand all determinants relating to management processes (planning, organizing, leadership, and controlling); to learn about the management process by reviewing case studies of successful public institutions both in Serbia and abroad; to learn about importance of management process in state-owned business and to actively participate in upgrading business processes in their business environments.

Students acquire theoretical, analytical and applied knowledge in the field of internal audit, as a new phenomenon that is constantly developing.

Students learn about basic concepts of information systems in public administration. They will be able to understand the basics of computer networking and databases with an overview of the role of computer networks and databases in contemporary information systems; learn about structure and work of information systems, their security, and future tendencies. Students gain an insight into the existing solutions used in practice by means of case studies.

Students develop crucial competences and skills for successfully performing business activities in entrepreneurship.

II semestar

Students gain theoretical, analytical and applied knowledge in the domain of statistical methods that can be applied in practice.

Students learn about basic concepts and concrete solutions in the domain of business decision making. They learn about possibilities of applying business intelligence in daily operations by using adequate techniques based on decision trees, probabilistic reasoning, cluster analysis, and neural networks.

Students gain theoretical, analytical and applied knowledge in the domain of investment planning, management, and realization. They master the issues relating to modern investment management process, thus developing analytical and practical way of thinking and ability to gain practical skills.

The course offers detailed analysis of goals and strategy of health policy, health system funding, health care management, and health systems management. The aim is for students to gain theoretical and practical knowledge necessary to manage health care organizations and health policies, monetary and non-monetary flows in different health systems, as well as to apply the acquired knowledge in managing services and production activities within the health care system.

The aim of the course is for students to gain knowledge on all relevant institutions, categories, and regulations of the tax system in the Republic of Serbia; to be conversant with all stages of tax procedure; to master tax terminology; to be able to interpret tax provisions and file tax returns; to develop abilities to critically analyze tax legislation of Serbia; to gain wider knowledge as a basis for tax consulting.

Students learn about the main public financial institutions and their importance for the functioning of a modern state by implementing fiscal policy. Special emphasis is put on studying about separate types of fiscal and taxation practices on the territory of the Republic of Serbia.

III semestar

Students learn about the main methodological postulates, specifics of social science epistemology, main logical research methods, methods and techniques for gathering, analysis, and deducing based on scientific materials, as well as scientific research structure, i.e. stages in scientific research process.

Students gain necessary knowledge on how to run their own organizations and make them more efficient.

Students learn about budgeting and financial management in public sector. Special emphasis is placed on examining separate elements of budget cycle and budget practices on the territory of the Republic of Serbia.

Students gain knowledge and skills on how to choose target markets and attract and retain clients, and increase their number by attaching, delivering, and demonstrating the superior value for the clients.

Students learn about the science and practice of organizational behavior that contribute to successful business operations from the aspect of an individual, group (team) and organizational system.

IV semestar

Students learn about the importance of human resources for conducting business in contemporary business environment, as a creative and innovative element of every organization. The aim of the course is for students to learn about the concept and evolution of human resources management which organizations use to attract, retain, motivate, and reward their employees so that they would contribute to achieving strategic goals of the organization.

Students learn about analysis of legal and ethical framework of health workers activities, patients' rights, establishing and examining medical error issues and legal dilemmas concerning birth and death.

Students learn about institutions and principles of administrative law, participants and flow of first-instance and second-instance proceedings, administrative disputes and administrative control.

Students apply basic, theoretical and methodological, scientific and expert and professional applicable knowledge and methods when solving concrete problems in the chosen field of business economics: finance and banking, accounting and audit, insurance and marketing management and trade. When preparing research paper, students particularly focus on the problem, its structure and complexity, and based on the analysis carried out, they draw conclusions on possible solutions and adequate strategic and operational decisions. Review of literature enables them to learn more about methods and practices used in solving similar tasks.

The aim of master's thesis preparation and defense is to prove that students are able to process the research-oriented topic showing independent and creative approach to implementation of scientific-research methods in problem solving, decision making and implementation of the decisions within organizations.

  • In the first and second semester, the candidate takes four exams in each semester. In the third and fourth semester, the candidate takes seven exams in each semester.
  • During the course of studies, the candidate formulates their master's thesis. Project papers from the third and fourth semester can be integrated into the master's thesis.
